Overview
Nepal's Department of Transport Management (DoTM) mandates that commercial vehicles operating within Nepal be equipped with GPS tracking devices and that their location data be reported to a DoTM-authorised platform in real time. NepTrack is built from the ground up to meet these requirements.

The DoTM GPS Tracking Mandate
Under Nepal's transport regulations, commercial fleet operators — including public buses, microbuses, taxis, school buses, and government vehicles — are required to:
Data Localisation
NepTrack's infrastructure is entirely Nepal-hosted. All GPS data, trip records, vehicle events, and user information are processed and stored on servers physically located within Nepal. No data is routed through or stored on foreign servers, cloud regions outside Nepal, or international content delivery networks.
This satisfies the DoTM requirement for data sovereignty and national data retention.
Vehicle Identity & Registration
NepTrack links each GPS device to a verified vehicle record including:
- Vehicle registration number (Bluebook number)
- Vehicle type and category (public/private/commercial)
- Owner information and operator licence
- Route authorisation (for public transport)
- Device IMEI and SIM assignment
For government and municipal fleet vehicles, this identity data is maintained in a tamper-resistant record and is available to DoTM upon authorised request. Private fleet and corporate vehicle records are accessible only to the registered fleet operator.
Real-Time Reporting
NepTrack transmits GPS position updates at configurable intervals — typically every 5 to 30 seconds per vehicle. Data transmitted includes:
- Live latitude and longitude with satellite fix quality
- Speed and heading
- Engine ignition status
- Timestamp (Nepal Standard Time)
- Geofence entry and exit events
- Overspeed events
- SOS and emergency alerts
For government and municipal fleets, this data is available via our secure API for DoTM reporting and authorised government access. Private and corporate fleet data is not shared with DoTM and remains under the exclusive control of the fleet operator.

Device Certification
NepTrack works with GPS tracking devices that have been tested and approved for use with the NepTrack platform. Operators should ensure their devices meet the following criteria:
- Support for standard GPS communication protocols (TCP/UDP)
- Minimum 30-second update interval capability
- Nepal SIM card compatibility (Ncell, NTC)
- Tamper detection and battery backup
